Gaim win32 build environment

If anyone is interested, these Gaim builds currently utilize MinGW 5.1.1 (w32api 3.8, gcc 3.4.2), NSIS 2.22, NSPR 4.6.4, NSS 3.11.4, ActivePerl 5.8.8.819, ActiveTcl 8.4.14.0.
